Hm I did everything you said and while 1.2 runs on english with no problems, after patching to 2.0 I get missing string errors. That makes me believe that the english language packs are not getting updated by the 2.0 patch.

Are you sure you have and replaced all those files with their english version?

Der "Patch" hier ist kein vollständiger Sprachpatch, sondern beinhaltet nur die 2 oben erwähnten Dateien (die fehlen in den sonst erhältlichen Sprachpatches meistens). Es wird weiterhin der eigentliche Sprachpatch benötigt, den es aber noch auf anderen Seiten zum DL geben sollte...

The "patch" archive I posted isn't a complete language patch. It only contains 2 files that are usually missing from all the other available language patches. You still need to DL the language patch itself which should still be available on other sites.

I had als a problem with german to english,  in the end i downloaded the english version from oceanofgames site, i got the original german dvd but it wont work cuz of  to many scratches, with this i did all that stuff in order with patching as told here and still got the missing string massage in the Rivival luncher......BUT after i used the original x64 luncher after installed the 3.0 Mod it worked fine and could play now 3hours straight without any missing strings or else. (Mod works)
