You can go to "Collapsed tunnel" from Liverpool street station, through Devonshire square and Houndsditch.
There is no Blood Baron in Revival or in the vanilla game, neither as a monster type nor as a name.

Here it names Baron Zareph as a named Blood baron, it's also in the Monster codes.
By the way, Siege fiends in the revival mod are pacifist. :S

Maybe Baron Zareph is called "Blood baron" because of his actions, but in any case he's a reaper.
 :D
In Revival he can be found in the Hidden passages, and drops XP packs. He may have appeared in Hellgate Global, but not in other versions of the game.
