Can augments exceed the skill level?

Makes it sense to have a weapon augment from a skill which is already on 8/8? Can it exceed to 8/8 +1 ?

No, skills have hard caps that +skills affixes won't exceed. A skill that caps at 8, to use your example, will always go up to 8 in total.
(Note, that's why many build guides suggest to not max skills, so you can then benefit from the +1 to All Skills helmet affix.)
