By memory, no. If they kept the augment condition "has damage radius" in place, (which they logically did unless they prevented the augment from landing on direct-only weapons in a different way,) then foci wouldn't qualify by default.
Still, there are a few ways to go about this with tweaks. Other than removing the augment condition, of course, which might have odd effects elsewhere. Foci *can* take +radius as an inherent property, like Glyphs did, so one can do the same for other types with custom values of choice. Forcing the augment into specific Uniques/Mythics as a standard affix (or just setting any custom +radius affix on them) also works. Lastly, buffing the +radius values of relics or creating Named relics with custom +radius values will also have the desired outcome.

List of Global class guides.
The above guides may be obsolete for vanilla SP, but they may still hold true for the 2018 Steam version.

Thanks for confirming it. I looked at the affixes in reanimator before I posted and seen the stat your talking about. Just wasn't sure if focus count as a splash weapon. Easy fix like you suggested just removed the check and it worked.

I sat for hours looking for two good Glyphs and never once did I see a splash damage option. If such an augment could be obtained, there would be no need to use mods that require unwanted statistics such as strength.

Looking at the affix in reanimator it has a requirement for the weapon to have splash damage and focuses don't  have splash damage.
