The counter is seated below the radar and currently reads "0/70".
Messengers of Hell are spawned when the kill count in the current area is reached. This number is located directly under your mini map. The Messenger's type, class and level depends on the territory in which it is spawned.

Drops

Messengers drop a random number of basic sacred fragments based on difficulty.
